Issues about Listing Horse Industry Cooperation Projects as Rural Industry Incorporation Pilot Projects

In this year, seven ministries including National Development and Reform Commission, Ministry of Finance, Ministry of Agriculture jointly print and distributed Plan of Rural Area Industry Incorporation Development Pilot Demonstration, carried out the pilot project—“Hundreds of Counties, Thousands of Townships, Tens of Thousands of Villages” to incorporate villages with industry and supported the construction of several pilot counties, pilot townships and pilot villages in every province.

Horse industry cooperation projects in Hubei Province and Xinjiang Province can, based on their needs of rural industry incorporation pilot projects, apply to related departments following the procedure.

In addition, central government, via Fund of Development and Production of Modern Agriculture, supports agricultural development including horse industry (horse breeding also included).

During the period of the thirteenth Five-Year Plan, Hubei Province and Xinjiang Province can base on local citations, make use of available resources and channels strategically and support the newly-developing horseracing industry and show business.




Issues about Supporting Taking Part in Horseracing on a Global Level


The establishment of Equine Disease Free Zone (EDFZ) can be done by local people’s government in conjunction with relevant stipulations of the state and the administrative department of Animal Husbandry and Veterinary Medicine of the province people’s government needs to apply to Ministry of Agriculture for evaluation.

Ministry of Agriculture will organise national animal health risk assessment panel to evaluate the applications and the EDFZs which pass evaluations and acceptance check will be listed as National Specified Animal Disease Free Zone.

The building of Conghua EDFZ in Guangzhou Province played an important role in equestrian competitions in 2010 Guangzhou Asian Games.

On the issues of supporting national association to take part in international organisations of breeding and racing, such association can, based on its own need, utilise its available resources to guide China’s racing organisations, companies to cooperate with their overseas counterparts, thus promoting horseracing in China.




Issues about Cultivating Breeding and Horseracing Talents and Teams


The state fits in with the needs of the development of regional industry, promotes the consociation between setting specialties and jobs within industries and companies and endeavor to increase the efficiency of targeted talent cultivation.

In 2015, the new revised version of 2015 Catalogue of Higher Vocational Education of Regular Institutions of Higher Education (Junior College) includes Animal Husbandry and Veterinary Medicine, Social Sports, Traditional Sports, Sports Operation and Management, Leisure Sports and other breeding/horseracing-related specialties.

Over the past two years, several institutions of higher learning have admitted students of the aforementioned specialties.

In the next step, Ministry of Education will publish Guidance Papers of Modern Needs of Animal Husbandry Talents and the Setting of Vocational College to direct vocational colleges to set their specialties rationally and accelerate the cultivation of high-quality technical and skilled talents which meet the needs of the development of China's breeding and racing industry.




Issues about Incorporating Horseracing into National Fitness Public Service System


Horseracing and show business are largely regionally oriented and have a rather small audience. Equestrian and horseracing cost a lot and in a way belong to high-end consumption programs, therefore falling outside basic public cultural and sports services. Horseracing organisations and companies can, based on their own needs,
publicise horseracing, increase the general awareness of this sport and make the industry bigger and stronger by relying on social capital and market operation.
